The Senate has approved a bill that will create an intervention program to support basic education students who are struggling with major subjects.

The Academic Recovery and Accessible Learning (ARAL) Program Act or Senate Bill 1604 received 22 affirmative votes.

The proposed program will cater to public school students who did not enroll in School Year 2020 to 2021 and those who are below the minimum proficiency levels required in language, mathematics, and science.

The same intervention will also be provided to enrolled students in private basic education institutions upon request.

The ARAL program will offer tutorial sessions that have demonstrated higher achievement gains, intervention plans, and learner-centered resources.

It aims to provide optimal instructional time to ensure that students master essential competencies and make up for learning loss.

Reading and numeracy will be prioritized under the ARAL program, which will cover the essential learning competencies under the K to 12 Basic Education Curriculum for Grades 1 to 10 in Language and Mathematics, and Grades 3 to 10 in Science.

Teachers who serve as tutors will be compensated in accordance with existing rules and regulations.

The ARAL program will provide significant support to basic education students and promote inclusive and accessible education in the Philippines.
