The initiative aims to provide access to livelihood opportunities to the residents and improve their quality of life. 

The Pasay City local government said that the return of the labor desk is a strategic response to the 4.2% recorded unemployment rate in the city, contributing to the overall 4.8% unemployment rate in the country according to the 2023 Philippine Statistics Authority labor force survey.

The labor desk will oversee the employment status of the residents by distributing and validating the Skills Registry Survey by barangay, which is essential for relevant job matching, assistance, and referrals by the Public Employment Service Office. 

The city government is likewise inclined to offer training programs and various national government agencies have shown their support for the program, including TESDA, DOLE, and DILG.
